a participial adjective denoting permanence from 'ala / 'ala 'ala: high, lofty in status and exalted in rank.

عالٍ مرتفع على نظرائه

high, elevated above his peers

العَلِيّ

اسم من أسماء الله الحسنى، ومعناه : رفيع القدر الذي لا رتبة فوق رتبته

one of the Beautiful Names of Allah, meaning: Exalted in rank, above Whom there is no higher rank
