• تخصيص الأهداف : تحديد المشرِّع في نطاق المصلحة العامة غرضًا مخصَّصًا للإدارة لا يجوز لصاحب الاختصاص أن يتعداه، كقصر سلطة الشُّرطة على حفظ النِّظام العامّ.

عينته لهم، قَصَرته عليهم، جعلته خاصًّا بهم

أفردها لها وقصرها عليها

To set them aside and restrict them to it

خصّ بها معنى معيّنًا، جعلها مصطلحًا لمعنى معيّن.

To restrict the word to a specific meaning, to make it a term for a specific meaning.

نقلها إلى مجال العمل الخاصّ، بعد أن كانت من اختصاص الدَّولة، حوَّلها من ملكية أو سيطرة حُكوميّة أو عامّة إلى مشروع خاصّ
